Itachi didn't die blind (his vison may have been fading but not blind)... Nor did he did without eyes.. Edo brought him back as if he woke up after sasuke left.. Except his vison is no longer fading and he can't die. Madara obviously was special considering he wasn't ressurected as an old man with replacement sharingan after his rinnegan were given to Nagato.
Why didn't Kabuto revive Izuna with Edo Tensei?

He was blind because his eyes were completely white like they were when he used izanami.
he still had vision, if it was really really bad then edo fixed it. and why would edo tensei bring somebody back with the injuries from their previous battle? that just seems like a waste to me.

that would be too much to fight against if kishi allowed Izuna to be revived Madara is already basically unstoppable but imagine Izuna and Madara together that would be undefeatable

Wrong he would have his eyes just look at madara who died without rinnegan but what does edo madara have the rinnegan and itachi died partially blind but what happened when he was brought back no sign of blindness
Madara is an exception because kabuto admitted that he specially worked on Madara's body (ex senju DNA) to make him a special edo, somehow it involved him recieving his rinnegan back. And if not.. He reawakened it as an edo with his "Original edo eyes" + Senju DNA. Itachi gained his vison back because his eyes were in his skull ATM of death, unlike Izuna who lived on as a blind man.

Exactly, Edo Tensei would bring him back before he went blind, If edo tensei could heal you when your body is completely destroyed then Im sure it can heal lost eyes. Also why would Kabuto want Shisui if his eyes were taken out?

I kinda figured that Kishi didn't revie Izuna simply because no one knew who Izuna was since madara name been tossed around the story for such a long time. that the readers all ready linked madara name with being a villian the only time Izuna name was tossed around was when Kishi was going with a little backstory with Madara. other than that Izuna was a complete unknown if Kishi revived Madara and Izuna wouldn't that be complete overkill? one pair of the strongest brothers fighting together? naruto and the entire alliance would of been curb stomped long before the Juubi was revived and it would make Obito's role in the story seem pointless considering obito pretty much took Izuna place in the story.
Secondly look how strong Madara and obito is now many of us could only guess how strong his younger brother would of been since the plot of the story says Izuna was Madara equal same as his rival hashirama senju was. it would make it pretty much impossible for anyone to win between Madara Izuna and obito triple team and it would be pretty much be impossible even for kishi to move the story along without scraping the entire story and starting fresh.

He hasn't got nothing about Izuna's DNA that's why, Edo Tensei requires DNA of the specific person.

I all ways kinda felt that Kishi was all ready happy using madara as the story breaker, since Madara was all ready put in the story long before anyone knew who Izuna was. so its was much simpler to work with something you all ready been working with than to try to explain another overly powerful brother of a all ready overly powerful man. Kishi all ready shown some lazyness with obito role in the story so he figured to try to leave out enough of the overpowered people of the naruto world.
There's not enough information to deduce why Kabuto didn't revive Izuna and therefore, a lot of possibilities. 1. Doesn't Madara have Izuna's eyes? Kabuto would revive a blind Izuna (correct me if im wrong). 2. Maybe like Jiraiya, his corpse was in unreachable depths. 3. Extremely well hidden. Maybe more well hidden than Madara's body. (though imo this is unlikely). 4. Maybe his body rotted away before Kabuto was even born.
I'm sure I can think of more theories but these are the first that come to mind.
