Firstly, hinata is not a fighting material.
Secondly, plot will leads imo its himawari and boruto will get it because they have blood of fighter and legetimate.
Thirdly, kishi and wifu is fans with hinata and they decide to not involve her in fighting because she is planned to be byakugan princess.
