Why didn't Hinata gain Tenseiga?

I mean doesn't Hinata have the requirement to unlock the Tenseiga, Hinata has Hamura chakra along with her own Byakugan, so what stopped Hinata from evolving her Byakugan to Tenseiga?

Imagine a Byakugan/Tenseiga Hinata, since she be the original owner that means she have full access to her power. She have Goudodama like Naruto and a chakra cloak.

Isn't Naruto The Last Movie Canon since Kishimoto was involved in making the movie? I mean if only SP was making the movie I can understand the movie not being canon, but if Kishimoto was involved in making the movie then it would be canon.
