Narut could have went 4 tails and beat Sasuke since he was going to kill Orochimaru (Oro said so himself) and Sasuke needed to surprise attack an even weaker Oro to beat him but Naruto didn't want to use Kurama and was about to suppress him but Sasuke came and did it for him.

Sasuke won because Naruto let him, that simple. If he had killing intent, Kakashi didn't interfere or if he used Kurama power then Sasuke wouldn't have lived after any of those fights. Can't really argue against that, it was plot for those to keep the story going
