Why did Naruto Lose to Sasuke twice?

If you're talking about rooftop, Kakashi had to stop that fight or else Sasuke might have died because his chidori wasn't even with rasengan until after he took he pill and went in that box. Kakashi only asked if Sasuke was trying to kill Naruto, not that he would have

but if Naruto had the intent to kill then he could have went for Sasuke's chest like Sasuke went for Naruto's but the differences is that Naruto would have been healed So Sasuke only won due to Naruto letting him. When Naruto first met Sasuke in Shippuden, he was really weakened after going 4 tails

, these all show Naruto stumbling, falling over due to being weakened. Narut could have went 4 tails and beat Sasuke since he was going to kill Orochimaru (Oro said so himself) and Sasuke needed to surprise attack an even weaker Oro to beat him but Naruto didn't want to use Kurama and was about to suppress him but Sasuke came and did it for him.

Sasuke won because Naruto let him, that simple. If he had killing intent, Kakashi didn't interfere or if he used Kurama power then Sasuke wouldn't have lived after any of those fights. Can't really argue against that, it was plot for those to keep the story going

I didn't disagree about the outcome. Even though there was a temporary equilibrium, an equilibrium can be broken, as seen when Sasuke won the fight.

sasuke fighting deidara and itachi were days apart as was the killer bee fight to the kage summit.
Shikamaru was clinging to life from Sakura's help, then Naruto/Kurama helped , then Tsunade finally came in afterwards.
Naruto in the Sasuke retrieval arc battles happened non stop with no breaks. He didn't get to rest up like Sasuke did while Sasuke was asleep in his coffin the Sound 4 were carrying him in.
I know Sasuke went easy, I just didn't post it. Naruto still didn't fight back though.

it could be said that naruto won th fight because his goal was to put a scratch on sasukes forehead which is why he didnt go for the kill kishi jus wrote it that way so that their could be plot progression also if naruto was gong for the kill when he did this

Actually The reaons are not that simple.
Firstly as Kishi stated in one of his interview that His life has expierienced many changes over many years. Acutally all these changes in his life had great impact over Naruto manga which Kishi is still writting. Basically the plot of Naruto was changing over these years according to changes made in Kishi's life. Considering that I think that maybe earlier Kishi wanted to make Sasuke stronger then Naruto and had another idea for plot to move forward but it oblviously has changed a lot of times since the manga's begining.
Another reason, could be scheme of manga where Naruto was looser/underling who is going to beat genius(Sasuke) thanks to his hardwork, that why Kishi decided for Naruto to loose to Sasuke so many times to make Naruto's progress looking more logical and sensefull, instead of powering up looser to defeat geniuss Sasuke.
Last reason is hidden in one of Kakashi's statement, where Kakashi says that Naruto will surprass Sasuke and even himself when he get his complete control over his chakra/power, and Sasuke who had less chakra was destined to mastered it sooner and that what happened. Maybe Kishi wanted to show That overhelming Raw power is not enough to beat skilled opponent with lesser raw power, so the skills counts much more then just raw power. Yeah I believe that it was Kishi's plan to show it to us like that. That why Naruto needed so much time to get skills after mastering his great amount of chakra but when finally he has done that then he finally surprassed Sasuke as we can see currently. Of course Kishi may make Sasuke match Naruto for rivals theme etc... but it could explain why the story progressed in such way and not other.
