yes..when genetically speaking they are a race.. Not a different species..but a different race
there is a piece of genetic information that makes their eyes be sharingans (as there is genetic information that makes everyone of us have the features we have..and they are transmited by our parents..)
A different feature (at least in the real world) beggins from a single mutation that occured in a single living being..if that mutation survives future generations only depends on if it is or isn t transmited.. (u have other important factors.. but let's try to leave as simple as can be) and as it was said earlier..in the beggining the descendents that carry out the new feature are closely related..but with time they distance themselves.. (I can make u a scenario the accelerates this progression..imagine I bear a mutation and I mate and have 10 sons In my lifetime.. themselves have each 10 sons as well.. in 3 generation u have the sum total of 1000 bearers of this so called mutation..only 3generations)
For those who didn't get me..I'll try putting it in others words.. Human descend from primates.. at some time we shared the same characteriscs as apes and monkeys..we were a different but all the same species.. each new species suffered a serie of mutations and originated diferent species (inicially as the features weren't accumulated and we had only started to be different..it was still the same species but a different race..as this progress we furthered diferentiated from the original species and finally became our own..it isn't consanguine relation to mate with another human now is it? was it in sometime?! in someway it was..

And u should all know what u are saying. incest doesn t make the children retard.. the closer the blood relationship the greater the risks are.. the nervous system is indeed afected..but mental illnesses such as bipolarity and schizophrenia are the most common illnesses that happen due to the repetition of genetic information..on the other hand a person being retarded is associated to missing genetic information that happens due to an imperfect meiotic division (the division that happens to the gametas that carry male and female information) (this last can occur in any "blood relation")
