It does increase the chakra flow in the body, doesn't mean it's remotely usable. Chakra is utilized to create jutsu, lee's taijutsu relies solely on strength vs neji's is internal. This has been stated by Gai himself.

Gates increases the user's strength and speed with chakra.

You have to have a base quality to house him, not to mention use his power. That's just Naruto's character because he's always friendly and modest. Its inside of them. Making the jin the owner of the power. Just like a dojutsu user is the owner of the eyes they have.

Borrowed power. Fodder are no named shinobi in the series that are there to just throw kunai and shuriken.

what ? this is war okay in war u have to usw what you have, the only thing naruto got when he was born was a fox inside him, he had to use use this as way of surveing, unlike sasuke who had his parents and his brother there to show him moves , naruto didn't have that

I find that people misuse the word borrow quite a bit.

OT: A jinchuuriki's power is shared between them and their Bijuu, so I guess you can say it's kind of borrowed. A user of the Mangekyou Sharingan or higher up the chain of Dojutsu doesn't have anyone to return the eyes or chakra to, so their power is only their own.
