Why are people saying Indra didn't have the Rinnegan ?

Those pics are from when tobi was explaining him and he had them to create mystery. But when his father hagoromo mentioned and showed him he had sharingan. Its possible that he maybe unlocked rinnegan later from taking ashuras chakra after BZ influenced him but thats just speculation and assumtions at this point.

Current manga facts say he did not have rinnegan just the sharingan

Yep, it seems like the most possible scenario to me. I think Kaguya gained her strength from the Juubi and the fruit. Seems like the Sage and Hamura got different aspects of Kaguya's power, so we know that it's possible for a child to not gain all the powers of the parent, like Kaguya and Hagoramo. Or Hagoramo and Indra in this case. But from what we currently know, there isn't much to infer that Indra had the Rinnegan.

Well, Hagoromo doesn't have a chakra cloak, yet Asura has one. When they said he inherited the Sage's eyes u have to realize that the Sharingan actually is a devolved form of Rinnengan. The only problem is the sharingan only has Indra's Yin. He could have very well awakened the Rinnengan if he had Ashura's chakra.

In other words Indra has an incomplete form if the Sage's eyes

I think the Asura one may be a manifestation of his own life force and perfect sage mode nature energy. I was thinking about that pattern being a devolved version of the Rinnegan. I mentioned in one of the comments above if you read, that the Sage stating that Kaguya had a Sharingan but never saying he had one makes me suspicious

^That is possible. If I am not mistaken Ashura and Indra were given a portion of Hagoromo's chakra at a time. That could have given Ashura a power closer to the Six Path SM and Ashura a sharingan closer to the Rinnengan

I don't remember that, but I would love to read the scan if it exists. I find it difficult to believe that the Sage genes were cut with a knife this is body, this is eyes. I can understand Asura not having the Rinnegan because that's just another type of organ, but for a blessed eye like the Sharingan to be a Rinnegan just need an influence out of Hagoromo's body energy.
But this is manga I guess and everything is possible :|

It says that Hagoromo entrusted them with the power and will of Nishuu. If u notice It doesn't say that Indra was born with the Sage's powerful chakra or spiritual energy. Just his eyes. It says that the powerful chakra and spiritual energy was gifted/ given to Indra. Ashura was the same with his abilities

Thanks for this. I already cut the first pic of my thread from this page it also says that Indra was born with Sage's eyes. What you are talking is the first panel on the page I believe. So you think that by " entrusted the power and will of ninja" it could be that he shared his chakra a second time with them ?
He could have, I'm still doubtful if Indra had a mutated Rinnegan by himself.

I'd go out on a limb and say by default. I think the requirement of needing another MS to use moves like Perfect Susanoo was created by the devolving of the sharingan over time, and the dilution of Indra's genes.

Those spiral eyes is his Mangekyou pattern. Most likely to be Eternal already judging by his Susanoo.
