Why are people saying Indra didn't have the Rinnegan ?

The eyes are in quotes because Indra just gained his visual prowess from the Sage. The only people to ever unlock the Rinnegan was the Sage and Madara, only by having Indra's and Ashura's chakra infused. Indra only had his own chakra, BZ said that Madara was the first he was able to influence to get the Rinnegan.

Pretty much, Madara ended up gaining a strength greater than Indra's but Indra was so powerful mainly because he was born directly from the Sage himself, he was born with the Sharingan rather than having to unlock it like his descendants. Also, that spiral was way before Kishi started giving us details about Indra and Ashura. Kishi could have very well decided to change things slightly. People used to think that Indra had his own special doujutsu b/c of that panel you mention. Seems to me that Kishi didn't have his ideas set in stone at this time. It's possible that could be a MS design or a Sharingan that Kishi just didn't elaborate on. It resembles a Rinnegan but it definitely doesn't look the exact same. To assume he had the Rinnegan cause of this scan is a little presumptuous.

But I think that is not the Rinnegan. It maybe the unique pattern of his Mangekyou Sharingan.
