I would pick Tobirama. His segregation started the whole mess, not to mention he toppled his own 'Democracy' principle in favour of 'hand picking favourites'. I don't really understand Tsunade hate. She aided the village a lot during Pein's rein. What more do you want from her?

Minato.. 1: he maybe could have gotten Obito free from the rock that he was crushed by, but he didn't, which brings me to 2: he let his guard down when Kushina was in labor cos he was so excited about being a father. But as I stated earlier, he let down his guard and Kushina got kidnapped by Obito, and he released Kurama, then Kurama went on a rampage in the village. So my 2 points together make Minato the reason why Naruto was the jinchuriki, and why Obito became yet another crazy Uchiha

Hiruzen or Tobirama. I don't consider Danzo a Hokage , but if I did, he'll be the worst. No competition there.

The Hokage comes and asks them to take the Police Force as a sign of trust between Uchiha and Senju. Do you seriously expect them to decline something like that? That would only show that they have a problem with the Senju (Though they had no problem with the Senju post Madara and Hashirama making a truce) Uchiha agreeing doesn't change the fact that he made them the Police Force just to separate them from the village and keep an eye on them due to his prejudice of Uchiha just because of Madara. He judged a whole clan based on the actions of a few which is obviously the wrong way to think.
I thought Hiruzen was the best but now i think he was the worse. He may have been the longest, but what did he really accomplish or tried to accomplish? If anything, he is responsible of the Uchiha massacre. I thought he actually tried to negociate to avoid it, but he did nothing. He is also responsible to what happened to Neji's father. Actually, he never tried to avoid death, but use it for his notion of peace. For me he was no different than Danzo. He may have not shown malicious plans or seemed trust worthy because his smile or saying nothing at all, but the simple fact of saying nothing, trying nothing is already a crime for me, maybe even greater than actually talking and give your opinions/act like Danzo does even if they are not always nice to hear
Tsunade is the undisputed, without question worst hokage.

-Pain solo'd Konoha on a search and capture mission. Tsunade couldn't do nothing to stop the bleeding.

LOL you for real? When Sasuke left the village he didn't threaten the village in any way nor did he threaten to come back to destroy the village
Orochimaru left the village after murdering countless people and promised to" get his revenge on the leaf". He left right under Hiruzen's nose and Hiruzen did nothing to stop him.

Exactly. That's why i think Hiruzen was the worse. Doing nothing is even worse than actually doing something bad. He could stop Orochimaru, he did nothing. Later he became a threat to Konoha, destroyed the village, killed himself, etc. He did nothing to stop Uchiha massacre(so almost all the clan died). Now Sasuke is a threat to the world/village. He did nothing to save Neji's father's lfe and Hyugas had many problems to negociate. Actually when you think about it, Hiruzen did nothing good during his reign

It's Tsunade because she simply has done nothing at all to contribute or protect the village. All she does as a hokage is rely on Naruto.

Yea almost forgot about that. A ninja from the cloud village attempts to kidnap your daughter, you kill him and they demand your head is compensation? Seriously WTF. Hiruzen must be the worst diplomat in ever.

No contest really. The dude let orochimaru go and the village had to deal with his full scale assault years later. Not to mention he straight up sat on his ass and didn't do a damn thing for Naruto or Sasuke (some counselling would have been nice). I'm not even sure if he did anything for the village's infrastructure like create or monitor an organization. The coup d'etat wasn't his fault but it still happened while he was the leader, and we really didn't see any of his countermeasures besides the whole genocide thing. Not to mention the little things like a completely unguarded uzumaki temple with sealing masks in tact (there might have been a barrier, I don't know).
I'll have to do more research on hiruzen, but as far as I know, the dude didn't do a damn thing.

You dont think that he did a good job against oro? With his arms he could've killed naruto, but ironically enough tsunade saves him
And the uchiha massacre wasnt his decision alone, danzo and the elders seemed to have had an influence in the decision as well.
I guess he hasnt really helped the hyugas, but in all honestly what has tsunade done that's been more beneficial than what hiruzen's done?
