Personally i'd say the leaf being turned into a pile of rubble while under tsunades reign trumps all the previous hokages mistakes.

Madara saying He will enjoy fighting Hashirama isn't him leaving on good terms though, be it he didn't leave the village a criminal, Saying he will Enjoy fighting him which could of meant various things, Since he intented to fight hashirama, How was he going to Cause the fight, By attacking/Endangering the village, or showing up one day and saying "wanna fight"?.

The moment Madara said he would enjoy fighting him is the moment Hashirama should've started to consider the possibility of him becoming a future threat.

Even at the VOTE he failed to kill him, This was also a Huge blunder by him.

Hiruzen also took responsibility and Dealt with Oro when the time came. He took away him arms thus removing him as a threat to the village.

As i stated in my above post, Madara didn't leave on Good ground with the leaf, For hashirama to think madara would not a future threat was naive of him.

You don't say "i will enjoy fighting with you" while Giving them an Evil look to a Villages Kage and expect to be considered not a threat.

Hiruzen knew that Oro was going to come back and cause harm to the village as Oro clearly stated it so he should have stopped him then, not waited for him to come back ready to carry out his revenge.

You have a point there, but Hashirama and Madara fought against each other all the time not to mention those aren't grounds to attack him and lock him up. Its also unknown what Hashirama did after Madara left the village, but that will be cleared up tomorrow with the new chapter. He could have decided to go after Madara for all we know.

Hiruzen, not to be a hater but that old duffer did more bad than good... 1) Letting Danzo in, WHY?! Danzo walked all over that idiot and why didn't he stop Danzo from getting all those Sharingans... Even if he didn't wanted the massacre, atleast make sure to destroy the evidence but NO! Both Obito and Danzo got what they wanted

2) Orochimaru - Not to say Minato failed too as a sensei but atleast Obito had an accomplice with MAdara (And was a good boy).... Now, I dunno how it works in real life but even if your best friend murders innocent people, for fun and has evil intentions to destroy your village, then as a chosen Hokage with responsibilities you eliminate the threat... And by the way, don't bring up the Madara bullshit, cos Madara never killed any shinobis infront of Hashi, infact Hashi was willing to end his own life for the alliance... A Hokages job is to protect the village from any threats. Therefore he/she needs to be strong enough to prevent any invasion/attack against konoha. Also a good hokage must be wise enough to eliminate any threat before it escalate which could endanger the village. Therefore a good Hokage must know when to take the hard choice and do what must be done.
Therefore the worst = someone who can't protect the village or eliminate future threats.

Minato and Tobirama are the best Hokages that were able to do their job properly!
