Every hokage made a mistake ex. Hashi spared madara's life and hiruzen let oro go once which resulted in him coming back and killing him. But imo tsunade since she was not able to protect konoha. Yes he healed them but it didn't matter since they would have been revived by nagato.

Tsunade and here's my reasons:

-She allows Sasuke to roam free for 2 years and now look at him.
-Lets Naruto do whatever he wants,she spoils the boy too much
-All that healing her and the giant slug did was useless since Nagato revived all the dead people anyway(sort of a troll for her).
-She was unable to stop the threat that ws attacking the village(Minato,Hashi,Tobirama and Hiruzen saved the village from being attacked or during the attack the enemy's plans was foiled).

I agree, a Kage needs to represent power, being an unquestioble authority and inspire fear in other villages. Tsunade fails miserably to do so.
(dis)Honorable mentions:
*Hiruzen: didn't really solved any problem. He let escape Orochimaru and couldn't stop the Uchiha coup d'etat without resorting to kill them. Also, for a pacifist he took part in two SWW and invaded Amekagure.
*Hashirama: bad leader, he doesn't inspire his clansmen let alone the enemy. Too soft with a treacherous psycho. His niceness takes the better part of him --> you can't be a leader that way.
*Danzo: I'm mentioning him just because some people are too damn fanboyist. He is not even a kage, he wasn't elected by the Jonins. He was discovered using Shisui's eye = screwed all diplomacy and instantly make a fak every decision that benefited him. He didn't do **** against Oro's invasion (he was a traitor at that moment), exterminated the Uchiha in order to take their eyes and didn't do **** against Pain's invasion. Worst of the worst, he even surpasses Obito (atleast he is crazy as a goat).

So technically hashirama cause the war by Failing to do what tobirama said and kill Madara, Which would of prevented him from meeting obito, Which would of prevented War and naruto's parents deaths.

Wrong, the Uchiha revolted because Tobirama made them Konoha's police force. If he never did that they never would have revolted. It mat not be his fault that Madara is how he is but him oppressing the Uchiha based on the foolish assumption that they are all evil is what caused the Uchiha to revolt.

A proud clan like the uchiha would never stand for something being forced upon them. Obviously as a clan they accepted tobiramas offer to make them the police force. Their not stupid they would have known that the prison was on the outskirts of town.

The uchiha are just as much at fault in this relationship - they accepted the role of police and all it entailed. The uchiha just like to play the 'woe-is-me' card that they were so oppressed yet they agreed to be out there.

Tobirama, and that needs no explanation. The man instigated apartheid for goodness' sake! He was so scared of the Uchiha, and for what, a freaking rumor. A coward as well.

All were excellent Hokage and it upsets me to say this but it goes to Tsunade. Hashirama dealt with the Madara threat, Tobirama with the Ginkaku & Kinkaku + 20 Kumo Jounin threat, Hiruzen with the Orochimaru threat, Minato with the Kyuubi/Tobi threat but Tsunade attempted but failed to remove the Pain threat. She let Sasuke roam free and spoils Naruto. Also Katsuya was deemed useless since Nagato revived everyone in the end. She also didn't seem to be the best in diplomacy, but hard to tell.

1. Hashirama (Because Lord Hashirama rules)
2. Tobirama (Infastructure & Hashirama's brother)
3. Minato (Third Shinobi World War was won because of him and Kyuubi Incident)
4. Hiruzen (Too diplomatic)
5. Tsunade (As stated.)

had tsunade not protected the villagers/sakura, naruto would have gone totally apeshit on pain from the beginning, seeing as how he was when hinata was destroyed and probably never have given a shit to what pain says.

Anyway, I think Tsunade was worst of the Hokage:
- All of her predecessors were able to defeat the imminent and powerful threat from Konoha, Tsunade was unable to
- She let Sasuke, a wanted criminal to the entire world, loose. Now look how far he's gotten.
- All of the other Hokages were establishing their legacy during their reigns:

Hashirama established and left behind the Will of Fire, built the Leaf​

Tobirama attempted to help the Uchiha (under an unproven rumor), built the Leaf​

Hiruzen increased the Will of Fire, left behind the value of the "King", exceptionally skilled shinobi were produced under his reign
