Tsunade probably has the strongest body / most chakra being related to an Uzumaki and Senju, so very resilient body and healing. And I think databook stated her physical strength was above the Raikage.

Orochimaru is no pushover with all his experimentation and numerous jutsu. Quantity may be on his side.

Well that works out fine with me. Orochimaru was first considered to be Hokage, then Hiruzen confirmed he was insane.
Next, Jiraiya, but he told the Elders to choose Tsunade. By that logic, Orochimaru > Jiraiya > Tsunade.

Sure by your logic, Madara > Hashirama.. Madara was considered for Hokage by Hashirama himself. Yet the strongest of their generation became the Hokage at the end.

Madara, Orochimaru, and Jiraiya were all considered to be Hokage before the Hokage of their generation but they weren't chosen for one reason or another. None of those reasons had anything to do with strength.

If Naruto said "No, pick Shikamaru, he'd be a better Hokage than me" (which is probably true), and the Elders or whoever chose Shikamaru, that means Shikamaru > Naruto, Sasuke, etc. going by your standards. "Just being Hokage" is a terrible gauge of superiority because there are more factors involved in that choice than strength alone.

Yet Tsunade at that same time accomplished more than Oro and Jiraiya, and then said "F*ck you" to konoha (could've cared less for hokage-ship), while Oro got butthurt about Minato becoming hokage.. and while Jiraiya himself thought Tsunade to be better for Hokage.
And at the end who became Hokage?? Hiruzen's favorite's? no.. Tsunade.


Hashirama was going to set up Madara to be Hokage, even tried arguing it against others.. but did his thing work out? nope, who became Hokage? Hashirama


Danzo (from Hiruzen's generation), was going to be Hokage.. but did he actually become the 6th Hokage? NOPE.. because Hiruzen was the strongest of his generation.

And also to correct you.. Tsunade wasn't even an option.. She wasn't in the village, she left it long ago, she literally wanted nothing to do with the village. HOWEVER, when she was in the village with the other 2 Sanin, she accomplished the most. She was made into an option because the ones who were the options, weren't competent for the Hokage title..
