SM Jiraiya is the strongest. He either outlasts Byakugo/Oral Rebirth, drowns them in Yomi Numa, or dissolves them in acid.
I have always gone with the strongest of the generation is Hokage, been that way for 1st - 4th, and also 6th-7th, no clue why it'd be different from the 5th.

Proving your broken logic.Sure by your logic, Madara > Hashirama.. Madara was considered for Hokage by Hashirama himself. Yet the strongest of their generation became the Hokage at the end.

Madara, Orochimaru, and Jiraiya were all considered to be Hokage before the Hokage of their generation but they weren't chosen for one reason or another. None of those reasons had anything to do with strength.

If Hiruzen wanted Orochimaru & Jiraiya before Tsunade he obviously thought they were better candidates for the position be it strength-wise, intelligence-wise, etc.

If Naruto said "No, pick Shikamaru, he'd be a better Hokage than me" (which is probably true), and the Elders or whoever chose Shikamaru, that means Shikamaru > Naruto, Sasuke, etc. going by your standards. "Just being Hokage" is a terrible gauge of superiority because there are more factors involved in that choice than strength alone.
