But, I think Kisame meant Itachi wins against him in base form. This is how I look at it. Base Kisame fusing with Samehada mode is like Goku going Super Saiyan. The difference in strength is enormous.

Genjutsu can be interrupted by Samehada.

Amaterasu is pretty useless in a water dome.

The only way Itachi would win is through his Susano'o, which most likely blocks water. But then he would get ravaged by thousands of sharks, and super shark bomb would completely swallow the Susano'o.

Its a tie imo, it could go either way.
