Naruto was just better suited to fight Shukaku since he had a giant summoning... Chances are, in a fight when the enemy doesn't have a giant summoning of his own, Naruto isn't summoning Gama-anything

Save the village thats more than Sasuke did and the Hokage has the discretion on promotions not the council nor the Bias Elders like Danzo who wanted to keep Naruto as a Genin and turn Him into a mindless puppet under His command.
