At that point I can only wonder about what you're talking about. According to an interview when Oda looked back at the first part of the story he was planning for Luffy to recruit a Nakama every arc, and he did that for a while but Oda realizes that One Piece was quickly getting way more popular and the story was getting too long too keep that up. He had to change the way Luffy was recruiting people.
So that statement you're talking about is old news, that doesn't apply anymore. So instead of reading just One Piece maybe read also a bit on the side. SBS's, interviews etc. Kinda helps putting things in perspective that you're talking about something from 18 years ago.
I get that if you binged One Piece in a couple of weeks that everything is super fresh and you think all of a sudden that you're the leading authority on One Piece facts. Sadly based on your posting history you're not allowed to have such a big mouth.
On top of that the idea of a crew is kind of obsolete at this point as we're in a stage where Luffy rolls from one alliance into the next and his actual crew is constantly split up since Dressrosa. He leads a grand fleet with 3 supernovas not counting himself.
So 10 is a bullshit number at this point. Not to mention, in the latest interview he gave he said AT LEAST 1 crew member is still going to join. Which would already put him at 10. So if that happens you're going to have you clench your butt real hard till the end of One Piece that no one else joins.
