He's hokage he had better things to do then change dipers..ofcourse maids performed that duties.I think Maids what have been scared shitless, unless they didn't tell them he was the host.
His wife died during ninetails attack. So only option left was maids.a maid or someone, maybe even saratobis wife probably took care of him. Saratobi paid for everything, but i seriously doubt he had time to take care of a child like naruto! i wonder when he got let out on his own, and why he doesnt have some kind of guardian? at least prior to entering Iruka's care.
i know jiraiya loves naruto but lets face it....i highly highly highly doubt jiraiya took care of baby naruto! lol
He was not sitting at home you know..He is a ninja had missions or his own training to do. He didnot take naruto under his care butmaybe he looked after him from a distance.It wasn't Jiraiya. Jiraiya knew of Naruto, but they didn't officially meet until he was a kid. It was Hiruzen, as everyone else was afraid of him. After that, Naruto lived on his own. It kinda annoys me though... Kakashi knew of Naruto and had respect for Minato, but he didn't even introduce himself to Naruto until he was on the team 7.

Iruka was a kid in the academy when Naruto was a baby, and I doubt any man did the work of raising him as a baby - it does not fit with the culture described in that world. Also, no important Ninja would have had time to care for a baby, and Hiruzen tried his hardest to hide Naruto's heritage, so he'd have outwardly been treated as all the other practically abandoned orphans we have seen in the story - probably some hired help or an orphanage, paid for by Hiruzen, took care of his physical (not emotional) needs, until he could manage somehow on his own (age 5 or so? they seem to mature early in this world).Very true, but he could have been a figure in Naruto's life at an early age... but he chose not to be.
