Actually try reading what Itachi said to Naruto, he says when a person becomes too powerful they become obsessed with themselves and end up like Madara. Sasuke said he has the power to make people do what he wants which is what Madara tried to do with power too; to control people. Itachi said this to Naruto after he said he'll take up the war all by himself which is not even as high as trying to rule over all 5 nations and control people

Itachi could have had Hiruzen or Tsunade clear his name while he was alive and built a new Uchiha clan which is what current Sasuke is slowly doing.Sasuke said Itachi's one mistake was not telling him, Itachi did say he should have told Sasuke but only because he did everything alone which is why he failed; he said this himself and thought maybe Sasuke could have changed their father's mind. Sasuke was talking about doing things himself which is something Itachi does not agree with to the point that he told Naruto not to do it himself and mentions how he doing things himself is one of the reasons he failed at what he tried to do while saying Minato became Hokage because he did not forget Kushina or his comrades while Sasuke said he does not care what others thought about him and how he will delete the past

. Hashirama was called the God of Shinobi, held as the strongest of his time and had Bijuus 2-9 under his control yet no one listened to him because of his power but because of his heart. In the very first Kage meetings the other Kages didn't just agree with Hashirama who even lowered his head and begged them to agree to peace while also offering them Bijuus. If people agree with Naruto then it would be because they think he's right, if Naruto wanted to do something but someone like Shikamaru, Kakashi, or anyone didn't think it can be exactly as Naruto wants then they would have told him but Hokage Naruto isn't as dumb as he use to be. Why do you think Naruto didn't become Hokage until 12 years after the war? He was growing up and wasn't made Hokage until he was wise enough to handle the responsibilities. Naruto can decide to jail people who are criminals in his own village but he knows he have no power to say so for other villages; he can try convincing the other Kage but I'm sure all Kages made set of new laws that they all use since they have more Kage meetings to discuss things than they use too.
Exactly, if he's deciding everything himself then how is everyone working together? Except that we don't know what happened in those 12 years but seeing how Sasuke was forgiven for helping then Orochimaru was forgiven because he helped with the 4 Edo Hokages and saving the 5 Kages while Kabuto was forgiven because Danzo made him go on the path he did and because he saved Sasuke who helped break IT. Both were only forgiven if the Kages believed they changed which both have just like Sasuke did.
Hashirama gave away Bijuus to ensure peace amongst the 5 villages, after Hashirama died it was Tobirama who was Kage; the other Kages could have changed as well or at least some of them could have. Old man Hiruzen was said to be the strongest of the 5 Kages yet Konoha was in wars, cloud tried provoking them 2x, and Suna try attacking with the sound village. Only reason Kakuza survived was because he had multiple hearts and FRS wasn't completed; Naruto was going in for the kill. Yes plot prevented Naruto from killing but that's on Kishi; Naruto did kill some White Zetsus which are living creatures.
