Sasuke promises to become the common enemy. The current "peace" is only temporary, Sasuke is right. The current situation is no eternal solution to maintain peace and Sasuke tries to create an another solution which will last forever. Utopia? Of course not, since blood must be shed.

He will definitely stop them. He will kill or change there mind to protect the world. Now your going to say what is the difference between that and Sasuke. The difference is everyone is given freedom. If you choose to threaten that freedom you will have to go. Sasuke would force his views on everyone. If someone disagreed he would kill them even if they are not a threat.
