I'd say Itachi or Kakashi, even though it isn't his bloodline limit he used it rather effectively.

But if we're speaking only Uchiha, Itachi of course.

Lol you just named 3 things Obito doesnt have. He may have one of the best feat, but he was far from mastering his eyes, he only had one. Itachi was so good he can program other peoples eyes.

sharingan genjutsu, mangekyo sharingan genjutsu, kamui mastery, kamui snipe mastery, perfect susanoo(which itachi can never have ), izanagi, uchiha kenjutsu, rinnegan.. etc
