Madara really fought his freaking ass of to get his strongest powers, for example the Rinnegan/Juubi-Power, unlike Naruto/Sasuke who got their best powers into their hands by a ghost without doing anything but dying. But I'll be fair and still exclude Maddy.

Hmm everyone is born with chakra, the only thing is before Kaguya no one knew how to use chakra to do ninjutsu, Hagoromo taught how to do Ninshuu and Black Zetsu manipulating help people use chakra for Ninjutsu and enhance their own power.

Not everyone is born with chakra. Hagoromo was stated to be the first to be born with it. It's a major retcon and plot hole in the series.

Those who have KKG, KKT, KKM, bloodline limit are considered not borrowed powers. Those who gets powers from stealing like Kabuto are borrowed powers, Kukazu who steals hearts, Jinchuuriki users except Gaara who lost Shukaku so its his own powers.

Sage mode isn't considered borrow powers.

Those who lost their borrowed powers are allowed to be listed here.

-Current Naruto with just base and SM is stronger than Hashirama in my opinion since he can fuse with road Sage; Naruto's base was Kage level or above it at age 19 and is shown doing some light training after both his kids are born so chances are his base is on Hashirama's base level. I limited Naruto to his base and SM which should still work since he's not using any of his modes and Hagoromo's chakra takes affect with Rikudo senjutsu which Naruto wouldn't be using here.

-Hashirama base was capable of fighting EMS Madara+Kurama before he got serious and went SM to end the fight.

-Minato was capable of fighting both A and Bee (prefect Jin) on more than one occasion and left A with the impression that Minato is faster than him and left Bee with such of an impression that he trembled at the mention of Minato. Also note that Minato died before he ever reached his prime and his SM is the same limits as apron arc Naruto where it took him a while to enter SM and it didn't last long. He is a sensor in base and SM, wise, can breakdown jutsus by seeing them once (Kamui and Chidori), is a genius that Jiraiya said they haven't had like since Minato even though geniuses like Itachi, Sasuke, Shikamaru, and Neji all came after Minato).

Tobirama was the fastest of his time (according to Madara), is capable of using edo tensei, powerful water jutsus (with 1 or a few hand signs when normally requires many), is a sensory type, highly intelligent (created many jutsu, Konoha policies), wise. A deadly combo that he can do is fill the area with water (Edo Tobirama did a jutsu like this) then since it's made of his chakra he can FTG anywhere or anything that touches his water.

Hiruzen was stated to be the strongest of the 5 Kages as an old man in part 1 which put him over A, Oonoki, Gaara's dad, and Yagura/Mei. He is highly intelligent which earned him the nickname Professor; he was able to tell what jutsus you were going to use by seeing your hand seals. He know all of Konoha's jutsus, can use all elements (except yin yang release), wise, can break down jutsus, and have great senses (found his opponents without being about to see and hear).

Muu can go invisible, is a sensor, can fly, can use dust release.
