And also, the whole villages at this point are supposed to be in a alliance and when an alliance is formed, when a certain village is attacked, the others automatically have to go in and help fight off the invaders of their allies. So that alone automatically puts them in war.

Hiruzen was giving the hyuga a diplomatic resolution, avoiding greater conflicts between the lightining country and fire country. Shinobi's are meant to do some sacrifices, that's the whole idea behind them. The uchiha's were a clan to be doomed in the end, they intended to defy the leaf's code and but anything they did deserve to be wiped out. Shisui wanted to cast Koto on his clan but ultimately failed, not hiruzen's fault.

Yes actually it was tsunade's fault at that moment because she rules over the entire konoha at the time, she was in rule after hiruzen so her management over danzo's movement's was her responsibility, she was twice as irresponsible and naive.

Sasuke's Revolution would've worked, because he knew why the world was united and he knew how screwed up the Shinobi system was.

Naruto still supported the Shinobi despite knowing the dark truth about it, including what happened to the Uchiha. But did he decide to make it his goal to change it.....nope!
