The worst Hokage is Hiruzen, unless Danzo counts. If so, Danzo's the worst because he didn't care about the village at all; it was me, me, me.

If not, Hiruzen. He was too soft and let Danzo run wild, causing conflicts of interest to surface within the village. Tsunade at least saved the vast majority of Konoha's inhabitants, and there were no civil wars arisen within Konoha. Put Hiruzen in her position, and nearly everyone and everything would be wiped out there and then... same goes for Danzo.

I think the worst Hokage is the one that has been aching and itching to be Hokage since his born day and becomes it and let's it get destroyed by a kid. That's just me though. I don't need assumptions. He's ideals are childish, cliché, unrealistic and selfish. It was expected that something like this would've happen to his system. Who else but the one who called Obito the coolest guy...

So do you actually think Sasuke's revolution bullshit would've worked as properly as it was advertised to? Maybe it would have lasted for longer than what Naruto promoted, but by no means would it be a better solution. Hell, probably the only "perfect" solution in here was Madara's, and even that has the whole "turning into Zetsu" factor thrown in. No solution was perfect, and there is no perfect solution. The fact that Naruto's one failed to work in the end just shows as much.

Does that really put him underneath Tsunade...who actually had the village destroyed in her reign without being able to do anything? Naruto at least saved it once before it all went to shit, but Tsunade actually had to rely on who else but Naruto to clean up her mess.
