Worst was probably minato, he could have done much more as the hokage after hiruzen. Tsunade has higher possibility though, but danzo was never officially declared as the hokage i think? Which makes him only the worst possible candidate.

Worst is Hiruzen. Would be Sasuke if he actually became one. The guy is unfit to be Kage. He's unrealistic, would most likely get the whole Ninja world messed up in ruins even before the Boruto Movie.

Best and Strongest of All Time goes to Naruto hands down. The rest don't even come close.

I base it on the first 5 pages of boruto manga. Maybe it was instanteneous destruction like pain, maybe it was something else either way it's on him all day everyday that's the responsiblity the hokage has to face back to my point he chose it and wanted it from birth without realizing the gravitiy of what it entails at all times. So back to my point it's still on him and he's still the most capable of all hokages to defend konoha.

Almost every Hokage had Konoha destroyed at least once during their reign. Naruto saved it many, many times and failed once under unknown circumstances. Pushing the title of Worst Hokage on him still makes no sense.

And also, the whole villages at this point are supposed to be in a alliance and when an alliance is formed, when a certain village is attacked, the others automatically have to go in and help fight off the invaders of their allies. So that alone automatically puts them in war.

Sasuke in reality hated Itachi so much because he was insecure about his romance with Naruto and was scared that Itachi would steal Naruto away. That is why tried so hard to kill anyone who wanted Naruto.
