Definitely Orochimaru due to Edo Tensei. Without Edo Tensei Orochimaru is either tied or slightly stronger than Sage Mode Jiraiya. Tsunade due to her strength of a hundred technique would put up a good fight but is no where near Jiraiya and Oro due to her lack of far range arsenal

The fanboy in me screams Jiraiya, but facts don't lie J-man is dead Oro is not. One on one though its a great fight I dont hate Tsunade just the opposite but I dont think she has the firepower to win against the other two. Oro beats Jiraiya in a close drawn out battle than nearly kills them both.

That's some pretty stupid logic....jiraiya and tsunade both lost to two of the strongest ninja in narutoverse....Nagato/Pain and Madara would have defeated orochimaru too

The correct argument is they put up a good fight against the 2 strongest ninjas ever. But who's to say that Orochimaru wouldn't? Don't be deceived by his man handling by Itachi; only the one without knowledge on the sharingan will be susceptible to such easy domination. Orochimaru lost due to a lack of knowledge; any ninja without 100% knowledge on the sharingan has been one shouted, from Kakashi to deidara.

Oro has dat zetsu body and all kinds of crazy ass jutsus. Plus he won't die.
Jiraiya has a multitude of kickass jutsu and he's actually pretty smart.
Tsunade is swift in hand to hand combat, her healing allows her to continue her battle, however, she has little to no versatility.
Powerful ass shinobi nonetheless.

Orochimaru is very capable he is easily the strongest, Jiraya and Tsunade trailing behind. Oro is only strongest because hes hard to kill anyways if he wasn't immortal or pseudo immortal he wouldve died a long time ago

Orochimaru has been implied to be the superior since the beginning.
They both has incomplete Sage Modes (Jiraiya lacked the chakra-molding skill. Orochimaru lacked the body.)
