I dont think MS recquires much skill.
The only ones that do in my opinion are Shisui's and Obito's.

Kamui and Kotoamatsukami are pretty versatile jutsus.

But I think the most skillful with Mangekyou would be Itachi for controlling time in his Genjutsu. A feat no other Sharingan user has ever done. Everything else is pretty common across the board.

Obito and Shisui have the most useful, Itachi is the most skilled, and has Izanami, Sasuke just spams, Madara just uses Susanoo

It's actually a common thing to control time in a sharingan genjutsu. Itachi just had the highest mastery over it. Nobody showed the skill at his level. Kakashi altered Zabuza's perception of time during their first fight by making him see Kakashi using the same hand seals as him at the same exact time. When actually Kakashi was merely copying his hand seals a second after and making Zabuza see otherwise.

Obito's isn't skill, he even said it naturally happens even without him controlling it. I'd say either Sasuke with Enton or Kakashi with his Kamui variant

Dude was the first person to get it and in all likelihood mastered it like a boss.
A close second would definitely be Madara, followed by Sasuke.

Itachi, Obito and Kakashi imo, Kakashi for the above mentioned reasons and Obito for knowing where to pop out of Kamui. Shisui must have had a considerable amount of skill too but I don't know much about him,
On the overall, I'll give it to Itachi, he could place make his MS technique activate even after his death (the amaterasu he planted on Sasuke).

It's not common to fit 3days into a single second. You're downplaying Itachi's skill.
