Obito threatened to kill a newborn baby. That's pretty ruthless if you ask me.

Also, Danzo didn't kill that many people maybe but he didn't value human life at all. He didn't care if all villagers or even his own men all died.

For the people saying Madara... Madara is not ruthless. He let Onoki live when he was younger. He saved a little boy... U_U Madara probably wouldn't hurt you unless attack him. Even then.. he'd probably leave you hurt or near death.

Kisame isn't ruthless, he became a team player for the Akatsuki. \

The most ruthless character in Naruto would probably be Gaara before he became a Naruto fanboy. Back then Gaara would kill you for GP.
