Who is the most ruthless character in Naruto?

Personally I'd say Gaara pre-oro invasion.

He was practically a different character then than he is now.

Other than that I wouldn't say madara and obito are ruthless. They're just naive (in their own sadistic ways) and pure evil. Someone who's very evil isn't necissarily ruthless.

I'd say its between kisame and sasori as second.

I'll just say Minato, He murdered so many people in a flash during the war. And even slit a guys throat in front of his students.

It's like Minato has this switch where he's a polite,nice,and cheerful guy one moment then once he fights someone he switches to a cold and merciless killer who would slit your throat without blinking.

Well Toton would be some tasty pork chops.....and Haku wasn't that ruthless otherwise he would have killed Sasuke and Naruto.

Pain, would use any method to demonstrate his superiority, mind F his opponents then kill them if they disagree with his view while calling them ignorant. plus the dead emotionless bodies (6 path) play a big role in this, they show no remorse and wear the same expression the the whole time (while killing/talking/torturing the enemy).
