Who is the most ruthless character in Naruto?

Just like what the title says.Who is the most ruthless character in the series?I'd pick Minato because in battle he will not hesitate to kill his opponent and his demeanor is downright scary once he's serious.

He enjoyed it I am pretty sure, was my opinion he was ruthless and when he 1st meet naruto he was wanting to cut limbs off
