I said non OP characters.Minato even when alive was quite overpowered.

Read the bold part in below post.

Your question makes no sense. You say base naruto is op, because of rasenshuriken, but then you say Orochimaru is qualified, even though he also has op jutsu. I smell some biased remarks, make a list of qualifications for non op characters, cause your logic is baffling.

Imo, Orochimaru. He simply understands the workings of the Narutoverse on the highest level. The only difference between Oro and Madara is that Madara was born with Godly powers and focused on obtaining more. Orochimaru is more interested in understanding and developing powers. To that end, he not only has performed extensive research on Senjutsu, Mokuton, and the Sharingan, but also has mastered Edo Tensei, can transfer his soul, and overcame the limitations of the Death God seal.

Beyond that, Orochimaru has researched countless bloodline abilities, developing his test subjects further through experimentation. His Cursed Seal grants his own Senjutsu chakra to others, a feat on par with the Kyuubi Cloaks that Naruto distributed.

Orochimaru also has some of the strongest summoning jutsu, has superhuman durability, and had more intel on the Akatsuki than all the villages combined.

Orochimaru is one of two characters (the other being Madara) who could do almost anything without me considering it an asspull. I'm still waiting for him to use some hybrid Mokuton with his new Zetsu body, or activate a full Sage Mode now that he can likely tolerate Natural Energy.

They're not overpowered at all. Powerful but not overpowered.
Idk.. I think they're in the middle. Unless you have the powers of a Jinchuriki, Senju, or Uchiha. I don't think they can be beaten, tbh.

That's what I want to know...

People are judging characters through a biased point of view, and can't seem to see the obvious.

He can be beaten, temporarily but can not be officially killed.

so you have to go and kill who knows how many of his experiments (and there is a lot, remember when sasuke was going to get juugo) just to officially kill the guy?

Orochimaru is definitely not a contender for this title.

I think the most "reasonable" definition of overpowered would be characters with inherent, overwhelming advantages.

For instance, any Sharingan user who awakens the Third Tomoe is automatically an A-rank ninja, and can probably fight evenly with the likes of Asuma / Temari / Sakura, regardless of other training.

The same would be true for any Jinchuuriki who can activate up to four tails worth of chakra; Naruto mortally wounded Jiraiya in a rampage. While it's obvious Jiraiya would not fight to harm Naruto, the fact that he couldn't avoid damage still speaks volumes.

I would not consider a Shinobi to be "OP" simply because that Shinobi is more powerful than average. "OP" implies some level of unfairness in competition, including the competition to increase one's power. For instance, Sasuke can copy Jutsu with his Sharingan; that is OP. The ability itself is OP, regardless of the technique copied; If Kakashi created Chidori, a non-OP move, and Sasuke copied it, Sasuke has just demonstrated OP-ness.

The same is true of Naruto using Kyuubi chakra to train for longer periods of time, or even Naruto's ability to use Sage Mode thanks to his abnormally strong body (Uzumaki genes at work). The latter is somewhat debatable, but at the very least his Kyuubi chakra is OP.

There are abilities which can keep up with these Uchiha / Jinchuuriki gifts, but the key is how the abilities are developed. If Orochimaru spends years developing / mastering Edo Tensei, I would not call him "OP", because there was nothing "unfair" about the way Orochimaru obtained this power; Naruto, Sasuke, or Tenten could have done likewise if they were motivated (and Sasuke would copy the technique with his Sharingan rather than train for it).

I would apply the same reasoning to Guy's Gates; they are a product of hard work and some talent, but not "OP" traits. Naruto, Sasuke, or Tenten could likewise have mastered the gates (and here, Naruto's enhanced stamina and recovery thanks to being an Uzumaki/Jinchuuriki/Sage would probably let him withstand the Gates at a higher level than Guy, and master them more quickly).

And how many would be willing to bring Orochimaru back let alone know how to do it?Orochimaru isn't OP in the same way that Tsunade isn't OP,they can still be killed under the right circumstances.

I concur. Sakura has nothing that can be considered OP like Naruto, she had to work at and train to get to where she is.

I didn't want to put the Sannin in my line up because I wasn't sure what the OP considered Overpowered. Otherwise the 3 Sannin would have been in my choice as well.

True but they worked their but off to obtain it. I would say the same for Minato. FTG wasn't just handed to him. he had to learn it, train with it, master it. he even created the Rasengan all him. So no I wouldn't consider Minato OP either. Edo Minato on the other hand....totally OP XD

I consider overpowered to be things that puts characters above all others.That's why I listed OP jutsu,bijuus,KKG,and Senju Dna since all of these things give characters a extremely unfair advantage.

Orochimaru? He has Edo Tensei, that's op.

IMO, the BEST (not the strongest) is Zabuza, he has a pretty badass story, he has good skills, enough to give Kakashi a run for his money and his sillent killing would allow him to beat stronger opponents than him by using his mist.

His death was the best, Killing a bumch of fodders with just a kunai in his mouth, badass.

If you ask for the strongest i'd go with Jiraiya

This is tough because the term "over powered" is subjective and opinionated. I personally don't believe in the term "overpowered" as I believe that you should go for as much power as possible. Because of this, I can't include power as apart of my judgement.

Shikamaru: Best Personality. This is who I will go for.
