Rock Lee can bash anyone in Taijutsu as far as low, mid and Jonin level characters.
Overpowerd enemies? No way.

Hiruzen. What does he have that is overpowered? He worked hard for everything not from some special over powered clan or anything. He was a standard shinobi, he was only as good as he was cause he was raised in the time of the 1st world war

But for alive, I would have to say, Sakura. Straight up. The best, alive, and while being least OP character in Narutoverse. Medical Ninjutsu, Byakagou, Insane Strength, Genjutsu awareness/potential, and shes pretty smart she is pretty boarder line OP she will eventually pass Tsunade put it that way.

8 inner gates guy eventually becomes OP sure he worked for it, but arguably Minato worked hard for FTG

Your question makes no sense. You say base naruto is op, because of rasenshuriken, but then you say Orochimaru is qualified, even though he also has op jutsu. I smell some biased remarks, make a list of qualifications for non op characters, cause your logic is baffling.
