Who is the best non overpowered character in Naruto?

Just like what the title says.This means no OP jutsu,no KKG,no Bijuu,no Senju DNA.I'll say Orochimaru is one since he does'nt have that many jutsus that are overpowered aside from Edo Tensei.

Kisame definitely, the guy basically had unlimited chakra and unlike some spoon fed characters he actually killed to get his powers.

Even without BM Naruto still has Sage Mode and Rasen Shuriken that are overpowered.
