Who is the best is Ninjutsu?

In speed and knowledge, I'd say Hiruzen.

2nd is Orochimaru.

3rd Kakashi perhaps.

Fuuinjutsu doesnt count

The reason I didnt say Madara is because he uses Dojutsu more than Ninjutsu, we are talking about waving seals and slamming the floor n stuff.

and he did teach sasuke chidori, where sasuke built on chidori and developed it in many ways.

Sasuke is awesome at ninjutsu for sure! but kakashi can use like 4 elements. and he is known as the man with 1000 jutsus.

3 elements* he doesn't have Fire, it was only shown in Anime which is not canon. Sasuke and Kakashi are the best ninjutsu users when it comes to feats, I really don't want to include hype when it comes to questions like this.
