Nagato can loose his eyes.

Oro , hiruzen and kakashi can't loose their Jutsus.

We never saw him without the rinnegan so we dont know how strong he is without however he learned all elements at the age of 10 and can probably use strong elemental techniques considering with water he can control the rain.... he also has uzumaki chakra as well he could learn sage mode if he wanted

copy ninja kakashi mastered 1000 jutsus .
hiruzen was known god of shinobi,
also oro stole away scrolls for forbidden and his main aim is to know all the ninjutsu.

it just depends on how you judge them,
it depends on versatility and the way you use em.

like how kakashi taught sasuke raiton(chidori) but sasuke used this element better than him.

ninjutsu is a broad term and you have to consider alot of things to consider someone best at ninjutsu .
so i suggest do not jump to conclusion by just the no. of jutsu or the no. of elements a person can use.

Naruto is also a great ninjutsu user because he pawned all his enemies with just one ninjutsu (rasengan) ..
