Without much deadlier jutsu or weapon unlike Hago, Itachi or Kakashi, surely Shikamaru is tactical genius without many advantage

And his success in utilizing shadow trapping everytime is the proof hoe genius he is in trapping and fooling the opponent.

I tend to give a credit to this kind of person than other persons you mention.

I think it comes down to Itachi or Shikamaru. Both are said to think a few steps ahead. We can't really say who's smarter so I think they can share the throne in that area.
