He also doesn't have to rely on dojutsu to properly analyze the situation, imagine if shikamaru were born an uchiha or given power boost like kakashi. He'd be beyond epic.

Kakashi has much more experience than Shikamaru, and he's wiser as well since he's lived a longer life. Compare 13 year Shikamaru to 13 year old Kakashi and you'll see a large gap between them.
And even recently, Kakashi has been depending on Shikamaru's strategies.
