Remember this isn't how about who would win in a fight, it is about who has more skill. Tjis clearly limits it to either Kakashi or Itachi. And I believe Itachi is more skilled than Kakashi. He is a master of all jutsu types and he is a genius who has the ability to make plans years in advance just like Minato. The only thing Itachi is lacking is physical power, if he was stronger and had more chakra ( the two usually go together anyway) then he would be the perfect ninja.

Itachi, he was shown to be a genius from a young age, plus he had sharingan.
So I'd say. 1. Itachi 2. Kakashi. 3. Sasuke (he's after Kakashi because yes he's more powerful but he's just lucky to be like that) 4. Naruto.
