Anyone who says anything other than Madara are illusional. It can be debated about Naruto and Obito though, since it's unknown as to whether or not he even has full control over sage chakra.

Madara's Six Paths Mode is naturally the best. It's the strongest Rikodou form. But Naruto's is almost just as great, coming in a close second. Theoretically, Madara's is the best, but Naruto showed better feats at certain occasions, which is the only reason abstaining me from giving it hands down to Madara. It could be because Madara was nerfed but still if the Rinnegan is removed from the equation, Naruto's Six Paths Mode can rival Madara's.

I prefer Naruto's but Madara probably has the strongest one. It has a nice appearance too, as does Obito's but let's face it, Obito isn't a winner when it comes to power.

I was referring to Obito, not both of them. His control over the Truth-Seeking Spheres doesn't correlate to that of sage chakra though. His incomplete looking form is what gives off the hint of his unability to have fully mastered the ten-tails. He couldn't even handle two Rinnegan.
