Still they focused on dealing with internal problems bcoz they knew they couldn't handle external pressure...U_U

There was no Eternal problem ;p the Ninja war was over. ^.^ . So they could have focused on the leaf

tobirama.

He maade anbu,
he protect hiruzen,
he made uchiha leaf squad.

So everything tobirama did+ protect hiruzen(means everything hiruzen did)
as if he chose hiruzen as decoy, leaf would be not like how it is now.

I think we have to put it in perspective. Who has done something very important that no one else could have?

I believe that if Tobirama and Hiruzen hadn't been hokage for some reason, whoever actually was would also love the leaf, and do similar deeds. Maybe not on the same level, but they would still be capable. Madara, in attacking the leaf, doesn't deserve a spot. Oro also does not really deserve a spot for the same reason as Madara. Jiraya did a lot of espionage and fought well, but that's not on the level of, say, Danzo in terms of aid to the leaf. We don't know anything about what the white fang did really, and the current jounins did things that are somewhat replaceable as well.

That would leave Naruto, Tsunade, Danzo, and Minato. I won't include Itachi, because he is basically an extension of Danzo.

Since Tsunade's and Minato's main contributions came in single events (Minato with the Kyuubi's attack and Tsunade with Pein's attack), even though no one else could have done what they did, what they did does not reach the level of Naruto and Danzo. And since Danzo has been doing what he did for so much longer than Naruto, I believe that he, overall, has done the most for the Leaf village out of all of the villagers that we have seen (besides the First obviously).

Its not about if somoene was hokage they would have done it to.. ITs what those Hokages did.

Tobirama is top in Feats for the village.

Naruto is still not at their level. He protects good. But he hasn't done anything political. (sending naruto to rescue Gaara was Tsunade's plan).

Tsunade has more feats the Minato also.

And Minato's Single event is worth 3 or 4 important feats

Minato, Itachi or Naruto. Tobi would have destroyed everything had minato not been there, (only Minato's speed could defeat Tobi's S/T ninjutsu) Itachi betrayed the Uchiha for the village but i think the clan would of lost to the hidden leaf anyway. Naruto defeated Nagato (I know it was pnj) and saved the leaf from destruction.

I too think it has to be put into perspective. If the greatest danger to the leaf is immediate annihilation of the leaf village, then who has done the most to protect to prevent this would be; Minato and Naruto.

Yes steps to prevent this before it even gets started is very important as well, but taking care of little threats that might lead to a bigger problem isn't as life threatening not only to one's self, but to the entire village.

Now let's move on to morals, if you think going against one's own morals is doing the most, then Itachi is the leader here. Yes we have Danzo who have done dirty things to protect the village, but were his devious actions even against his morals? I think he was just that type of guy.

As for Itachi, it's been made clear that he didn't really want to go through with the massacre, he's a gentle guy who doesn't like violence. You may feel like arguing that because of his nature, he opted to do so, therefore still upholding his morals, not wanting to see a total war breakout. But the difference is that Itachi committed an evil in which in his heart didn't want to do, while Danzo commited an evil in which he had no remorse at all. So Itachi went against his morals for the greater good.

Yes I would still put Danzo in the top 5 as he still did a lot for the Leaf, by protecting it in a way most of the other shinobi wouldn't dare.

If you think simply giving a life to protect a village, whether it's immediate annihilation or danger years down the road, then Jiraiya comes into play here as well (may be forgetting others). And yeah this would be different from all those fodder as Jiraiya actually gave info that was very helpful in Pain's defeat.

Succeeding in protecting it from Kurama is a feat. Let's not forget, there were other shinobi in the village, like the 3rd Hokage? Minato chose to go at it alone, and risk his life so that there won't be any other casualties.

Now hey thats a good feat BUT Tobirama and Tsunade and Sarutobi and Danzo just had more feats over Minato.

Danzo, maybe. As he probably protected the leaf many times throughout his life though devious methods, and even set up a team for doing just so. And Tobirama, who not only died for the future Hokage but set up the chunin exams, established the police force and etc.
I could be forgetting something, but I don't recall much from Tsunade and Sarutobi, other than Sarutobi dying for his village, and Tsunade saving many villagers.

Tsunade : Medical ninja laws, was the first to purpose the 1 medical nin per team, Protected the people against pein of course, Also Putted Konoha as the top dog in Medical ninjutsu.

Sarutobi is basically the kage responsible for Konoha being at its prime ^.^.

Though I guess if you add giving the leaf back a Jinchuuriki, along with sacrificing his life for others, and then storing his chakra inside Naruto so that by the time he reaches the 9-tails and lose control, he would be there to stop him. Because let's not forget, he put the nine-tails in Naruto for the safety fo Konoha and the entire Ninja world. That would make him even with Tsunade I guess, it's really just opinion.

As for Sarutobi, I guess. :/

cuz they are pretty much the same person.
Summarizing<

Minato saved the leaf from total destruction and tried to stop Tobi from coming back to get his vengeance on the Konoha. By doing so he had to sacrifice himself to the Death god, make his own child an orphan & seal a 9tailed monster within his own child causing him alot of childhood trauma.

Itachi loved his village more than anything (except his emo younger brother). He saved it from a inevitable coup d'état that would cause the village to be teared apart within a brutal war. He stopped it by slaying his own clan in cold blood. After saving the village from war he would be thrown out as an outcast, hated. He left is younger brother hating him and causing him aswell to go through traumas to become stronger.

The slaughter was also a deal with Tobi to keep his hands of Konoha.

They have both saved Konoha from two major threats. Well, they failed on the Tobi part since he is still alive..
