It doesn't matter if Tsunade/Sakura couldn't utilize the full power of Katsuyu, simple fact is they canonically had the strongest summon.

Sakura had the strongest summon. Katsuyu is easily the most versatile one. She has strength, mobility and regeneration. Not to mention she's monstrously large.
