Who had most char development out of K11 [excluding Team 7)

1. Shikamaru
2. Hinata - she's struggled with many different issues, not just 1 like most of the K11. Her wisdom has really shown as her courage increased, and she's also become very decisive as opposed to hesitant
3. Rock Lee. Most of his development was in Part 1 while he was injured/recovering, but that arc was one of the best any of the K11 has gotten, and Rock Lee dealt with complex issues (unlike, say, Chouji).

Shikamaru Nara,hands down. He has had development from Part 1. He took down Hidan,he faced grief and grew into a leader.
I would have also mentioned Neji, but in Shippuden,besides dying,he didn't do much.:p
Hinata's development is based on Naruto mostly,so you can't really say she has been developed the most.
Well,everyone's developed,except Tenten of course.xD

No, we say Hinata because she's grown the most. She went from being a weak ninja who couldn't believe in herself to a ninja that not only believes in her abilities but also a ninja who gets Naruto back in the game after Neji dies. How is that not development! Hinata and Neji were almost on par in this war, which is a lot of development. Hinata couldn't even beat Hanabi at a stage. She no longer goes red in the face every time Naruto is around too. She's risked her life TWICE to save Naruto. She grew from just admiring Naruto to loving Naruto. Hinata fixes her relationship with Neji and her father. Shikimaru did learn who the King was and he single-handedly defeated an Akatsuki member among other feats but he is still the same old genius, lazy Shikamaru. The main part of his character remains the same whereas the main part of Hinata's character is completely different.

All of the went from weak to strong minus ten ten

I think he meant that Hinata and Chouji have improved the most from their previous weaker states...Not that they are overly 'strong' in general, just that they improved a lot.
