Lee went from child who was crying and afraid from being weak to a guy who can maturely handle his sensei's death.
Besides about none of them get the resolve compared to his rooftop speech with Gai. İnb4 people say i am being biased, people like characters for reasons and development is one of them.

Hinata only developed boobs. İSC are boring af. Neji was ok. Who the f are Tenten and Shino? Not even getting into Kiba.

Comparing Hinata from part I, she's made significant development. At the start of the series, Hinata has no self confidence or self esteem. She has a crush on Naruto, but cannot even talk when he's around. If she manages words, they come slowly and with stutters. During her fight with Neji, she finally (with a shout from Naruto), realizes she needs to be more confident, and tries to fight. She ends up getting wrecked; however, she does not give up like she was suggested to do during missions (despite all the hard work she put into training). She is also able to understand that Neji is the one suffering more than her, and sympathizes with this. After the match, she manages to even have a conversation with Naruto where she is able to say he's a proud failure. Compared to her stuttering before, and even the time she tells him she doesn't wish for him to disappear (another small development), she finally could say something rather meaningful with a low level of stuttering.

Come part II, she has an initial relapse when seeing Naruto in over two years. During the Itachi pursuit arc, she is still shy around Naruto, but can ignore that when focusing on the mission. Ultimately her progression is seen against Pain. The weak willed stuttering Hinata stands confident before Pain. She knows she won't win, but does so. That is an insane level of courage. She is also able to confess her feelings which is phenomenal compared to the girl who'd practically faint when she's around him. Further more, she goes the whole thing without even stuttering.

In the war arc, she was capable of fighting just like the rest of the Shinobi. She also takes a direct stance to protect Naruto at the level of risking her life for him. When Neji dies, Hinata is able to not only suppress her own grief (which is easily greater than Naruto's), but also go and console Naruto to get his mind back on track.


She's shown great development. The problem is we hardly see her overall interactions with characters other than Naruto. However, she's always been nice to her teammates. She seemingly has a deeper attatchment to Kurenai given the teacher seemingly feeling like a bit of a mother figure, she was seen caring for Ko despite her own injuries (though only minor) and basically ignored his demands that she only worry for herself. She's shown to be a considerate and caring person... these just happen in small panels. Considering most people are Haax jutsu or you're worthless... she hardly gets any attention outside of pairing wars. Mixing the hate with a large sum of uninterested (outside of shipping), most would simply discount the small things she does.

I'd go with Hinata. I can see how Shikamaru would be a choice, but you guys have to understand Hinata started legit from nothing. Her little sister could fodderize her. Now she's at the 64 palms and twin lion fists thing. Not bad char. development on Kishi's end for Hinata.

Shikamaru by far to me has had the most development outta the group. Followed by the rest of his team, i feel like we know them better (almost equal to Sakura development...almost) then you have Rock Lee and Gaara. I know Gaara isn't apart of the k11 but hes had equal development to Shikamaru.

Hinata a few flashy scenes and the rest is history. No one else has really been shown...and i feel like Kiba and Shino were trolled pretty much.

Shikamaru, Choji and Ino had the most development with their sensei and parents death and in Choji's case lack of confidence. Shikamaru and Choji had more however, with the manga focusing more on them then on Ino.
Sai, Lee and Hinata come after, with Sai reuniting with his brother, Lee losing his sensei and teammate and Hinata losing her cousin but gaining more confidence and helping Naruto.
Neji lacked enough development and his death was pitifully delivered.
Shino, Kiba and Tenten aren't even worth mentioning.

I don't pay enough attention to every one of the K11 to tell who's the most developed. I do think that Shikamaru, Lee, Hinata, to name a few, are developed.

I don't think Tenten and Kiba are developed at all. Also, I do think Shino is developed, even if only a little.
