If it werent for shadow clones he wouldnt have been able to use the Rasengan in the first place, nor would he be anywhere near as good in Sage mode as he is now so imma go with Tobirama (even though credit should go to the scroll and JIraiya)

lets be honest, naruto without kurama equals low kage-maybe mid kage. naruto with kurama equals high kage - top tier. minato sealed kurama into naruto, so minato?

In my opinion they both deserve equal credit, because they actually took the time, talent, and skill to create a new technique rather than adopting a technique; the newer generations always expect things to be done for them it seems!
