The difference is that Kirin's power is focused whereas a TBB's power spreads itself evenly over it's blast radius.

Basically. You are think to hard about this. I would assume Tsunade and Hashirama both can because of the regeneration/healing skills.

She should be able to as long as her chakra network remains unchanged. When Itach iwas hit by it, it had no such effect, so it's safe to assume she could. U_U

You can attempt to argue that for a normal Bijuu Dama, but not the Juubi's laser dama which is far stronger than any ordinary Bijuu Dama.
