I can think of quite a few who can dodge it, but not tank it. Naruto might be able to tank it with his BM cloak, but that's a stretch at best because at the moment I can't think of any durability feats equivalent. Madara can tank it easily, as can anyone with a susanoo. TBB is stronger, much stronger...

Well, he tanked Juubis laser, so tanking Kirin shouldnt be that hard for him. Susanoo users would tank it too.

Because he is superior to Tsunade in tanking and healing wise, and Tsunade have shown incredible tanking feats, Tsunade survived being transported through a small bolt of lighting at the speed of light, without her molecular structure being ripped apart, only a few cuts on her skin. And hashirama is that x100

The difference is that Kirin's power is focused whereas a TBB's power spreads itself evenly over it's blast radius.

Basically. You are thinking to hard about this. Not very few can withstand the volume of chakra. The only few without wielding a special barrier I would assume Tsunade and Hashirama both can because of the regeneration/healing skills, and Hidan because of his immortality.
