Tough one. I think if Kabuto can completely shed before that (which I highly doubt because he wouldn't even see it coming, and he'd have almost no time to react), he'd be able to survive.

Kabuto doesn't need to see it coming, he can sense him because of his perceptual ability. Not just Minato but also Konan escaped. And I think you're overrating that Jutsu. Konan explained it, he has to solidify if he wants to suck someone into his world, so if you i.e hit him while he sucks you in (like konan with the explosive tags or i.e as kimmimaro with his bones or if you liquefy your body) he won't succeed. So if you just prevent him from solidifying he can not use his Jutsu so he can't really attack. And i.e Sasuke could easily counter the jutsu with his Enton and anyother person who has something like a shield around them can protect themselves from that Jutsu as well.

Lol, konan countered it with explosive tags, kakashi could counter it using his mangekyo, it just takes explosive speed and power because he has to become tangible to use warp.

if you have knowledge, you need to be prepared and have a fast counter like Konan did, or Naruto's speed. Easier said then done. It's one of the most broken techniques there is, coupled with Tobi's intangibility and durability.

Tobi could easily have snuck into the village and captured all the jinchuuriki by himself, but that would make for a terrible plot.

Tobi has to be materialized in order to absorb his target. Itachi can use his Susanoo, because its activation is lightning fast and could crush Tobi so in time. Similar when Sasuke activated his Susanoo while being under Danzos seal.

Minato is not a sensor he can just detect enemy presence.
