Strictly in OP, Most likely it's Dragon. Because everyone knows the MC's Dad has to be Overpowered. Just look at Minato and Isshin.

Roger, Garp, pretty much anyone who was a top tier in the Golden Age. I don't see how people can think that the Golden Age top tiers would stomp the current age's, or have a fight with any of them at less than extreme diff.

Zoro and Crocodile are honorable mentions.
