I think youre misunderstanding that Making an object the core of Chibaku tensei is SOLELY a Rin'negan feat. The Sealing of the Juubi is different and requires two seals.
I kinda agree here. I'm not trying to discredit his abilities am trying to place him directly where he belongs. With the Tenseigan he is on the level of Juubito. Without it he's not top ten. The whole concept of the Tenseigan makes very littles sense as eye transplant has only been done because there was no other option. Someone as powerful as Hamura couldn't control what was taking place on the Moon. And the other Otsutsuki who were there are weaker than Kinshiki and Momoshiki who are a little under Kage level. If you think it through you'll realize. Ashura had massive chakra pools and Bijuu Dama. A base Hamura wouldn't be able to counter than based on what is shown.
The entirety of the six paths chibaku tensei comes from the seals. The rinnegan is not involved in that technique. Remember, Naruto and Sasuke also made Kaguya the core of the chibaku tensei, and this was done just by Naruto and Sasuke touching her. Sasuke's rinnegan was not emphasized or focused on throughout the entirety of the Kaguya fight, nor was it emphasized when Kaguya was sealed. Only the hand touches were emphasized.
As for Hamura, he was rikudou level even without the tenseigan. Ignoring anime filler, it was shown in the manga and in the guide book to the Last that Hamura had six paths senjutsu and truth seeking balls (as well as the six paths yin power) during the fight with the juubi (which was before he awakened tenseigan). Now remember that with just truth seeking balls and flight alone, Obito was able to fodderize the edo hokages (blitzing Hashirama and Tobirama, and turning Hirzuen to dust). Also, remember that Sasuke was able to power up his chidori with six paths yin power. Now we don't necessarily know all of Hamura's abilities, so we don't know if his six paths senjutsu came with some kind of avatar. Therefore, I will say that you might be right about Indra and Asura beating him. If Hamura does have an avatar however, then he has just as much a chance to win as Indra and Asura.
Either way, Hamura is top 10 (regardless of whether or not he is stronger than Indra and Asura). Here is the top 10 as I see it:
1. Kaguya / Momoshiki (Kinshiki absorbed) (I might explain why I'm a little fuzzy about where I want to put Momoshiki in a later thread)
2. Momoshiki (Kinshiki absorbed) / Kaguya

Shout out to Toneri who gets 11th place. After that either Kinshiki or Hashirama gets 12th (probably Hashirama). Then whoever doesn't get 12th gets 13th.
