Yes, Naruto's RSM is an exclusive power that belong only to him due to having Six Paths Yang chakra. Sasuke can't have the same.

This is completely fallacious. Rinnegan doesn't come with Six Paths chakra,
or at the very least, anywhere near as much
as that which Sasuke beheld.
Sasuke unlocked his rinnegan from getting chakra from the Sage, but the common Rinnegan
is formed from Ashura chakra + Indra chakra. This only provided a little Hagoromo chakra to the likes of Madara.
The original awakener of the rinnegan, Madara, with no other enhancements like the Juubi or SM, cannot even begin
to compare with a RSM user (think Juubi Jin Madara, RSM Naruto, and Juubito, except the juubi jins don't even use any
eye techniques).
Yeah, Madara would get wrecked. Sasuke was a special case that had half of Hagoromo's chakra, which
isn't typically the case.
A normal person, like Nagato, if given the rinnegan, becomes incredibly OP, but with RSM, would become instantly top-tier.

Unless this question gets changed into which would you rather get, assuming Rinnegan also has a complimentary huge amount
of Six Paths chakra added with it, which is not generally the case, then RSM is the clear answer.

Self attained Rinnegan: Indra's chakra + Ashura's chakra = Hagoromo's chakra (Six Paths chakra) e.g Madara.
That's true. Because Sasuke was granted his chakra reserves whereas Madara developed it himself, so Madara's reserves weren't initially as matured as Sasuke's chakra reserves. But further usage and with the passage of time, the chakra will mature further and will grow in amount and power and will rival Sasuke's newly granted chakra reserves at some point. But it will still be Six Paths chakra regardless of how matured it is.

If his chakra is matured enough, YES he CAN compare to them. He can fight on par with teen RSM Naruto and teen Rinnegan Sasuke if he has matured enough chakra reserves. Though I agree that he'll still lose to the likes of Adult Naruto and Adult Sasuke because their chakra reserves have matured even further and gotten larger and stronger.
And it's kind of stupid that you're comparing a self developed Rinnegan to a granted RSM only. If an Ashura's transmigrant adds Indra's chakra to his body, then he'll unlock RSM through the self attainment method. And THAT RSM will be just as weak as a self attained Rinnegan. And if both are granted, then they'll be equally as strong, so I don't understand what is the disparity between them that you're trying to prove...

Fail logic! RSM cannot be implanted or given like the Rinnegan, so we can't even begin to imagine that scenario. And if you're referring to a granted RSM, then you have to talk about the granted Rinnegan also, which Nagato did not have.
Both RSM and Rinnegan can be obtained through both methods i.e. granted or self attained. And they'll be just as weak or strong correspondingly. Honestly, I don't see ANY disparity at all between their power levels.
The only reason you think RSM is the stronger one is because you're only seeing the granted RSM whereas you're seeing granted AND self attained Rinnegan. You're not even considering the self attained RSM, and if you do, you'll see that their is no difference between their powers.
